Soviet Policy Change

Following the Soviet invasion of Afghanistan, not only did Sino-Soviet relations stagnate, but Soviet relations with the United States significantly deteriorated. President Jimmy Carter’s disillusionment with détente was followed by President Ronald Reagan’s multifaceted challenge to Soviet global power. The rise in the U.S. defense budget and the corresponding escalation of the superpower arms race placed new and imposing burdens on Soviet foreign policy. These developments encouraged Leonid Brezhnev to make the Soviet Union’s first overtures to China in 1982. As the United States continued to raise the cost of Moscow’s foreign policy and as the Soviet Union’s security situation further deteriorated through the 1980s, Mikhail Gorbachev took the initiative to resolve the conflicts blocking Sino-Soviet rapprochement.
